
Roxana Isabel Ochoa
Roxana is a distinguished NYS Certified Bilingual Special Educator and Certified Dyslexia Practitioner, holding a Master’s in Bilingual/Bicultural Childhood Education from Teachers College, Columbia University, and a Bachelor’s in Psychology and Spanish Literature from Hunter College. A proud NYC public school graduate (PreK–12), she brings a deep understanding of the city's education system to her work.
With over a decade of teaching experience in K-12 education across public, private, and early childhood settings, Roxana has served in various roles, including Founding Kindergarten Teacher, Classroom Teacher, Behavioral Specialist, and Academic Interventionist. She excels at tailoring instruction to each student’s needs, making learning engaging and accessible. Roxana specializes in evidence-based interventions for children with dyslexia and dysgraphia, utilizing the Orton-Gillingham approach. She is also highly skilled in providing Special Education Itinerant Teacher (SEIT) and Special Education Teacher Support Services (SETSS) for students with a wide range of diverse needs.
Roxana is dedicated, compassionate, and skilled at building strong relationships, creating supportive learning environments for students, families, and educators. As a fierce advocate for students' rights, she ensures the integrity of each student's Individualized Education Service Plan (IESP) is consistently upheld. Roxana also serves as an Adjunct Professor at Touro University, where she mentors future educators through student teaching practicum supervision and teaches Education and Special Education courses.

Rosy holds a Bachelor of Science in Accounting from Lehman College and an Associate Degree in Technology from Hostos Community College. With over 25 years of experience in Accounting and as the Head Insurance Broker of her own multiservices agency, Rosy brings a wealth of expertise to RIO Learning Center. In her early career, she served as a part-time Teaching Assistant at her daughters' school, where she was inspired by the profound impact teachers have on their students' lives. Rosy is dedicated to applying her financial expertise to the field of education. As the Chief Financial Officer of RIO Learning Center, she is excited to contribute to an organization that aligns with her values. We are truly fortunate to have her on our team!
